Richard is the Councillor for the Marshfield Ward - having won a by-election in 2005, with further election in 2008 and 2012.
Richard is a member of the Newport City Council Planning Committee of which he was Chair from 2010–2012, and on which he has served since originally being elected, apart from a two year period between 2008–2010 when he was a Cabinet Member for Housing and Community Services.
Richard also sits on the current Audit Committee and he is a Governor of Bassaleg Secondary and Marshfield Junior Schools.
Richard is standing once again at the elections in May 2017, and very much hopes to be re-elected to continue representing the people of Marshfield - something that he has thoroughly enjoyed over the years.
Richard has lived in St. Brides Wentloog since 1978 when he moved from Old St. Mellons, and has been a Community Councillor on the Wentloog Community Council since 1989 - for which he was Chair for 17 years. Richard is also a member of St. Bridgets Parish Council and was Chairman of the Church Restoration Committee during the fundraising, restoration and re-opening of the Church.
